Help Whitelist?

I need to whitelist "unknown" numbers that are not contacts in my phone. My ex-boyfriend has software that will make it look like he is calling from a different number in hopes that I will answer. I blocked his number but he has been leaving messages from so many different 800, 855, etc... numbers.
Does any such whitelist exist?
Any other tech advice for this situation?

Try:-
Settings>Device>Blocking Mode.
Set time to always
Set Allowed contacts to All Contacts.

There are a number of call blocking apps in the Play Store, and a quick glance at the descriptions found some which had the option to only allow through calls which are on a whitelist (so put the numbers you want to be able to call you on a whitelist and block everything else).

I've never used any of these, so can't personally recommend them, but there were a few in the first couple of rows of results from this search which claimed to do what you want.

Or do what Pugs suggests if your device has that menu (mine does not).
