Help Wi-Fi turns itself on despite my turning it off.

I have the Samsung Galaxy Nexus from Verizon and have an interesting issue. My wifi keeps turning itself on despite going into settings and turning it off, turning off the notify option, selection of the only use Wifi when a strong signal is present, and installing a wifi switch app that allows me to shut it off from the home screen. Does anyone have any ideas on what is causing this and if so what can be done about it?

Thanks for your reply. Unfortunately I have already done that as well and am still looking for answers. I'm wondering if one of my installed apps is capable of overriding the settings and requesting wi-fi access. Is that possible?
 
-Well you can try entering 'airplane mode' to shut down wifi, but you will not be able to receive calls or use text messaging :D
-There was an app called App Override byRunaway Fridge, but I can't find it anymore..
-another thing I found on Google:
"Go into system>wifi>advance... then uncheck notify me when wifi available.
Seems that apps that require WIFI will automatically enable it when the feature above is enabled."


-You can try downloading Wifi widgets or sth.
-You can also go app by app in settings menu and check permissions.
