It seems that data gets disabled when wifi is 'connected' (see eg link below).

I would prefer it if it did not do this, but generally it is at least ok when the wifi connection in question is actually connected - however I am continually having two related problems:
(1) when wifi is 'on' the phone will search for wireless networks and, if it finds one, it will block all mobile data EVEN IF the wireless network is not actually fully connected (usually because you need to provide some kind of password via web browser - as for most hotspots). So data (eg emails) is not received until this is resolved.
(2) you would think that (1) can be avoided by switching to 'do not automatically join networks' or blocking the relevant wireless networks in the wifi settings - HOWEVER these settings don't seem to work - they do not seems prevent the phone from searching for / trying to connect to open wireless networks. (The only thing that does work seems to be switching wifi off entirely).
Any advice?!
