Wileyfox phones are cheaper in exchange for lockscreen ads

Isn't Google banning this? Or only banning apps that show ads on lock screen and not at a fundamental level in the OS?

I believe Google has only banned apps with lock-screen ads from Play. The Wileyfox has them baked-in the system. Hasn't Amazon already done something similar, a Kindle subsidized with ads?
