HC was initially planned to be the next major release but google wasn't ready to combine the tab and phone structure yet so HC became a stepping stone to bridge that gap...they didn't release the source because it wasn't ready for prime time as a phone OS and Android is a phone OS above all else....
 
Nope.Google was tired of the "cheap OS " tag due to high number of chinese phones .
GB was hacked to made work with older devices
They though ,they could compete with ipad.
the only way to do it was impose hardware restrictions on the manufacturers
Nonetheless ,cheap tablets will use HoneyComb on questionable hardware ,therby degrading the android as an OS .

It was a lose-lose move by Google .

I still think they knew it was a fail before release...there was no dev support in the US the teamed up with VZW which had put Android on the map really for phones with the droid...used the same OEM but needed to keep it closed because it lacked phone compatibility, they were thinking long term not short term (yes moto and VZW were thinking short term IMO) but google knew you need the dev support to have success they teamed up with who they could to create the most hype to try to drive that support.
