I flashed the odex ROM the other day and opened up my GPS for the 1st time today and this is what I see. I'm in Illinois not Washington. Wtf?

So I rooted my phone via htc dev, flashed the TWRP recovery and flashed Juno's odexed rom and I'm wondering what is it that could still be causing the signal fluctuations? Would I still be able to flash another rom even though I'm on s-on? This signal issue is just plain ******ed.
