I think you are talking about the power control switches, its a built in widget in android. Though I have now switched to SwitchPro Widget since it offers 7 controls in one row and more choices for what controls to have. I found the background by doing a google search for images that are 960x854 resolution. You'll find tons of droid backgrounds!
