iit can be awake and locked at the same time. i use WaveUp from f-droid to keep the proximity sensor active as well, that way if the screen does go off i can wave over the top of the phone to activate the screen but i still need to unlock it to use it

i have never messed with a Razr, but if you open developers options there should be a 'stay awake' option that allows the phone to remain unlocked as long as it is charging

have you ever tried KISS launcher from F-Droid? it is a bit strange at first but i found it intuitive enough after about 12 hours, and now have been using it for years even my ollady uses it, and she didnt want to try it
