Not sure if this is a phone or OS issue. With 4.2.1 on my Droid Razr Maxx, I could configure the phone to announce the incoming caller's name prior to ringing. On my Turbo running 4.4.4, I can't find that option. Upon an incoming call, it does not announce the name. It just rings, vibrates, etc...
