    Through the general menu, I set the alarm volume down to 0, left the alarm's default audio track (ie. didn't mute), and…Google played it. So, on my phone at least, it seems it does require silencing the audio track within the alarm.

    Found it: You must select the audio track, and mute it. I find it odd that setting the phone to mute has no impact on how the alarm behaves.
