same behaviour for me. Stock T Mobile variant.
what is your carrier of choice?
were you able to open up bixby prior to Oreo?
I notice if you pause, say youtube, and then ask bixby , it perks up and listens.
Same with “ok google”.
Perhaps the personal assistant apps (bixby, google, et al) dont get permission to listen when you are playing an app that can play a video or song. Maybe this is so they dont hear a trigger phrase/false positive to interrupt whatever is playing...?
I know you stated it has worked for you before on a different phone.. im just speculating...![]()
I've uploaded a screenshot where it shows that it should work while media is being played on the phone.... like I've selected the option in bixby settings so don't know why it's not working... if it really has something to do with permissions then i guess that might be the reasonI notice if you pause, say youtube, and then ask bixby , it perks up and listens.

Yeah as i mentioned “ok google” doesn’t interrupt either, but when i pause they both will work.
i dont have cortana or Alexa installed, so dont know if they will do something different....

This makes sense, in that if you have headphones on, the “listen” function of these apps wont hear what’s playing and will be able to work during these apps.
Good heads up. Maybe this is by design..?
