After the latest Android 9 update, when I plug the phone in, it dims the screen and pops up the battery percent, like usually happens when initiating wireless charging (see attached).
I hate it. Can I turn it off?
Doubtful, besides it only pops up for a few seconds. Never bothered me, although I could see it being annoying if your charging wirelessly and using your phone which makes it connect and disconnect with the movement of the phone.
