i lost my phone, and the data wasn't turned on. is there a way to turn the data back on so i could use a phone tracking app like plan b?

Avast can - you can send it instructions by SMS. But that only works if you install it in advance, so while it might be useful in future it won't help now.
Without something like that installed then DC is right, there's no built-in way of doing this.

You can't any more. The way android handles SMS has changed in the 6 years since this thread was active - more secure in some ways but it broke that function.
