Will Android 10 be heavier or slower in older machines?

If your phone is currently running Android 9, it's not very old. But an update to 10 won't change much in terms of performance.
 
I've not noticed any difference in system resource usage in 10. But it may also depend on how good/bad a job your manufacturer does in implementing it and what else they do in the same update. Not knowing what device you have it's hard to say more.
