Text respectively Editor App: Keys on an external standard keyboard generate ASCII characters?

Hi.

Is there an app that accepts text via a standard USB or BT keyboard (which of course can be any app), but you can free assign any ASCII character instead of the pressed key?
And of course save these texts.
