Swiping up for the apps list doesn't work

Ok so I used to be able to just swipe up while on the main screen to go to the apps list, but today I had to reset my phone to factory settings because of another issue and now when I swipe up on the main screen, nothing happens. Is there a setting for this I need to enable?
 
Try long a long press on the home screen and look for Home Screen Settings. Also try going into your settings page and search for Home Screen.
