Fire stick screen cast without wifi

So I have a Amazon fire stick and a unique situation. How can I stream / direct cast to my stick with the device that is also providing the hotspot. There is no chance of an alternate internet source. But with hot spot on I cannot access wifi to mirror my Android to the fire stick..thanks in advance

The firestick needs to connect to wifi or by ethernet with a network adapter. Not sure how you can pull this off....

Thanks not sure either...I have 2 phones but only one has unlimited with hotspot. The other just has data....the one that has unlimited is the one im trying to stream. The other is just for surfing the web
