Help Double-tapping doesn't work

I notice that in many applications, double-tap, to highlight a word, doesn't work. Is it supposed to work everywhere?
Without this ability, it is very hard to go back and correct words.

Brilliant!! Can't believe I didn't think of that. Still wish the double-tap worked more consistently
