An App that Allows you to Lock Apps on Phone

I want to create an app that allows me to lock particular apps on my phone, like the photos app.

I know there are apps on the app store that do this, but I'm all for creating my own app to do this. How would I get started creating this app? I'm new to Android Dev and would greatly apprentice any advice on where and how to get started.
