Does Google still charge a fee if your app isn't hosted on the Play Store?

Say I developed an Android app, and didn't put it on the Play Store, would Google still charge the 30% fee for all purchases? If I distributed it straight from my website or through email could I avoid Googles fees, or will any Android app always have to suck it up and incur the fee?

I don't know what product you're selling, but if you want to be in the play store for more exposure, you can do what Spotify does to avoid paying google their fee. Spotify simply directs users to their website so that the users sign up and pay on their site. By doing this Spotify avoids paying google fees for the users that pay on their site.

Of course as svim already mentioned, if you host it yourself you won't have to pay any fees to google.
 
If you host the apk yourself you will have to convince your users (and walk them through how) to set up their phone for installing external apps...which may be different for each phone, and their phone may warn them against. Amazon does it for installing their app store on any android device though. You can check out how they handle it here...
