Help Battery % is different when on or off

Ive got an Axon 7 that shuts down at 15%, when I plug the charger in itll be something like 54% and when I turn it on the battery might be something totally different. Last nightafter it closed itself down I charged it to 100% while it was off, switched it on and it was at 100%. I watched a couple of videos, then closed all apps and turned wifi & mobile data off and it dropped to 2%. There it stayed until 11pm that night, I moved some files from phone to sd card and it lost power. I plugged it in and it was reading 34% while it was off. Can someone tell me whats going on, is the battery knackered or is it just out of sync?
 
I bought it new in Jan 2017

So it's almost 3 years old.

Maybe the battery can no longer hold the designed charge or its voltage sensor goes bad.

I would try the following, turn your phone off and leave it on the charger until the battery is full. This way a new battery stats file will be created and it may fix the problem. If the problem persists, it's hardware and you should have the battery replaced.
 
It has been used heavily so my guess based on your replies is its gone faulty. I can't find a genuine battery for it, only after market batteries which could potentially be dangerous.
 
It shut down at 2%, I plugged the charger in just as it went off and the powered off status was 1%. I switched it on and its gone up to 7%. Here's hoping.
 
Anyway, one of the easy ways to predict a battery performance degradation is to charge the battery to 100%, disconnect the charger and reboot the phone.

From my observation, a healthy battery shouldn't lose more than 1% or 2% after the reboot. If your battery suddenly loses like 5% or more, it's not good.

So buried in location services is a switch for Wifi Scanning. In battery usage wifi used the same amount as RF while it was off. Switched it off and got a lot more battery life from my dying battery.
