low battery

Are you trying to charge the phone in a cold place? If so, try warming the phone up a little bit. AFAiK the LiPo batteries that phones use can't be safely charged at below 0C. And phones do have a battery sensor for minimum and maximum safe operating temps.

Take it indoors or put it in a pocket closer to your body. In other words, warm it up.

I've never seen that message so I assume that the phone is fairly cold.

I remember a post a while back, someone reporting this when trying to charge a phone in a car during cold/freezing conditions.

A microwave will do the trick
Don't joke. Do you remember the idiot tried to dry their new phone in the microwave a few years back?

It made the news because the owner tried to tell Samsung that it had just spontaneously combusted, which got a certain amount of publicity. Then when Samsung came back with "it looks like someone microwaved it" they changed their story to "a friend" having admitted that they'd spilled some water on it and tried to use the microwave to dry it. Personally I always thought it too much of a coincidence that there would be 2 people that stupid involved (one stupid enough to microwave a phone, another stupid enough not to realise and/or stupid enough to think that Samsung wouldn't be able to tell) - always seems more likely that there was just one idiot involved.

Low battery temperature what can I do
If you can't change the temperature or the location look for shoulder holster (that is not a joke). It's just a harness made for tucking your phone in under your arm. There is another place for body heat, but the your gonna get ask, 'Is your phone or are you just happy to see me.' 🤑
