Help Pictures coming up grey wash with white circle and white exclamation point

On my phone I have multiple pictures that are completely grey background with white circle and white exclamation point in it not sure what it means or how to fix it on my phone or SD card I have cleaned up cache & cookies yet still can't get it to clear off says 'an error has occurred'

Yep. You've deleted all of your pictures.

They come up either on the SD card or the phone or laptop just that's what comes up on certain devices.

Also didn't delete I moved from photos on my device to SD card in my device but that's what shows up on the SD card
