Image comparision

can we compare the images already stored in database with freshly captured image by using our smartphone camera?

By 'compare,' what exactly do you mean?

The picture you've just taken will be different from any others you've taken. Photos are like snowflakes: no two are exactly the same.

So with that in mind, what would you want to compare? And then after doing that, what would you want to happen next?
 
I want to create an mobile app and in that i wish to store some of the water sample images with estimated values. using our mobile camera by capturing the image of water ,the captured image should be compared with already stored images,then by pattern matching the required output comes with an estimated value
