Help Sound Mapping/Sound Training

I am looking for an app that can map an audio stream to another. The idea is to have two audio streams. The primary audio stream should be remapped to sound like the secondary audio stream. For instance, if the primary audio was an electrical buzz and the secondary was speech of the word "Hello", then every time the primary audio receives the electrical buzz sound, it should play the saved speech audio of the word "Hello" captured when recording the map thereafter.

Like double recording taped ontop of each other? Could you at least youtube something here, so people can really know what you are thinking?
