No, it's not moving the cursor.

I've never seen it, but it might depend on your choice of keyboard language.

Have you tried just tapping it and seeing what it does? That seems the simple and obvious way to find out.

It's doing nothing on tapping.

I don't use usually use Gboard myself. But it might switch the pages of characters you can tap on. Because if you're doing Chinese, or something that isn't Latin/Roman characters, there might be dozens or even hundreds of characters to choose from. I use Swiftkey, and for that in Chinese, there are up and down arrows that switches the character pages.

Could it be for languages that are to be read right to left?
English is read left to right, so perhaps this reverses that for other languages?
(I also do not use G-Board, so I am only guessing.)
