Help BT near event to triger when screen locked

Hi, I would like to get your help.

I have a BT Near profile (BLE), which preforms periodic scans. It works/triggers only when the screen is on and phone is unlocked.
How can I make it work when screen is off and phone is locked?

Phone: Oneplus 7T
Android version: 11
Build: 11.0.6.1
