Side note I just noticed something in my gmail of having "Google Meetings" instead of hangouts. I think it is pretty slickery on that way, if they can patch up old coding and sell it to the Marketing Team as different notes as well.Duo is Google's video calling app so it does use your phone number as your identifier (and the phone numbers of your recipients). But once you initially establish your Duo app with your phone number, than it's just a matter of using your Google account to log into the app on your tablet (and using the Chrome browser, do the same on a desktop or laptop.)
Side note, there's been a lot of online mentions the past few months about rumors on Google killing off Duo and merging it into its Google Meet service. This could just be idle gossip but it does fit in with Google's pattern of getting us hooked on various services and then just killing them off. I think Duo works really well, it's more of a single purpose app without a lot of bloat and multiple functional additions tacked on to using it.

according to Google an Email account is required and the phone number can be skipped.I never registered my phone number with Duo when I first activated it, only my Gmail. Although I've never actually use Duo for calls, as I use Whatsapp and Wechat.
The option to register is optional your phone number is optional. Google sent me a description from the google Store https://goo.gle/37ws9Jy but I do not see the skip option to use my Email. It only request my number when I make the attempt.A phone number is optional for Duo, and isn't actually required to use it.
