Some cartoon character singing? No idea, but why is it a big problem? If you need to know just ask the person whose phone it was on (I assume it's not your phone, because usually with these questions it isn't).

Tap on that app, this will help you to know the name of the app. Or you can just go to Settings > Apps > look for this app and open it to know its name.
