Sorry no, the $30 plan is prepaid so you'd have to own the phone already. Not sure about the second question, but I don't see why they wouldn't sell you a phone at full price.

I've never heard of that happening :confused: Porting your number to a new carrier is usually completed within a few hours, then they bill you the EFT after the fact with your last bill. I don't think they can stop a number port.
