My mom's fascinate doesn't work when connected to wifi. My fascinate works fine but my mom's doesnt... hers was never rooted

My fascinate literally takes 4 minutes to boot up... i dont know how to fix it... an ideas?? and anyone know how to get "wired tether" to work on the fascinate? I got a cr-48 from google, and i dont know how to tether it... or any other ways to tether?

My fascinate's vibration started not working properly today... i can barely feel it when im holding it... but it switches off between it functioning normally... any ideas why?
