SAMSUNG S4 SGH-M919, v4.4.2, T-Mobile Cannot figure out how to alter startup permissions for both system and user apps. Want to keep so many apps from auto-restarting with both soft reboot (device restart) and hard reboot (shutting device down)- KCKOMPOSER
