As far as I know it has appeared when the notification bar is not full, and that is the only meaning of the dot I can find on a web search.

I don't understand. I don't switch them back. Force stop only stops them until they choose to restart. Which for 50% of apps is pretty much immediately. What has mobile data to do with anything?
