Can someone explain what the issue (see attached) could be?

Is this an app issue or OS issue?

Have you experienced it? How this you resolve it?

Possibly it's an app problem, maybe a bug that the app's developers need to resolve with an update

Thanks for your input! I’m asking for something and they’ve said it’s the phone but yes I believe it’s an app they were trying to download.

He might need to reinstore the app, possibly? What do you think?
