Help 1 phone number isn't being shown

When I want to choose one of my 2 numbers to call this number again it shows number for the lower number but not for the upper, even tho both have numbers shown for them.

Where did that "Make calls with" screen-shot come from. what device and/or app? Because that's something I've not seen before, and I've had several dual-SIM devices, Oppo, Huawei, and Samsung.

In my SIM Card Manager it shows the numbers for both my SIMs. However the phone app only shows call buttons for SIM1 and SIM2, plus a video-call button.

It when I go to the phone app and then select contact and hold this call button, then this option to choose number i want to pick pops up.
