10110 Restricted

In my ZTE z835 under settings, data usage it lists
10110......... Restricted...
I've had spyware on my phone before from a jelous ex-girlfriend but haven't found anything except that my phone is not rooted but in the recovery logs it lists pages of settings stating root. Is it possible my phone has hidden tracking apps or spyware?

Also I was wondering why Google play
states that Chrome update was 28mb but when I pull down on the notification window it's 33mb
