Yes but don't worry too much about the cap. Its basically an empty threat to keep people from doing extreme things like torrent or host a webserver.
The logic is "unlimited data" for people doing normal things, to keep people from abusing the network the picked a very big number so that people who go beyond that get red flagged. At that point I would hope they would hear you out.
I await the first of us to hit that cap and see what the results are.
edti: Oh and of cource if you're at a hot spot (home wifi, etc) thats not going to count, and you'll want to use that anyway because of the speed.
