16GB sd card turned 2GB after formating in htc tattoo

Thats odd ..... Anyway plug in the memory card from your phone into a Card reader into your pc then format it {Via your PC}. When you plug it back in it should hopefully be ok :)
 
I'm afraid you've got a fake memory card. There were plenty of them recently flooded from china.
They fake capacity so it look like 32GB, 64GB, etc.... Until you format it
