Help 1700/2100 but only 2100 listed

[Android Question]

I ordered the following from Amazon and was told by vendor (e-mail) that it will work with t-mobile & att. The frequencies provided are below. I don't want to open the package if it isn't going to work in US.
Thanks for any help you can provide. My mind is spinning from trying to figure this out.

Sorry, that Galaxy S4 Mini model doesn't have the bands for 4G LTE on AT&T or T-Moble.

It says so right on the page:
2G: 850 / 900 / 1800 / 1900 3G: 850 / 900 / 1900 / 2100
4G: LTE Not For USA

It will still be able to make calls and get slower 3G data, but no 4G LTE.
