1Mobile Market is an unofficial app store from China. Given how China has a real problem respecting the copyrights of other countries, i wouldn't be surprised if it was being blocked. Or, if they choose, they could block access outside of China. I couldn't recommend installing ANYTHING from that repository. If it's not in violation of the developer's copyright it might be laced with spyware.
1Mobile shutdown a while back, and is no longer operating.
