They have had this available for a long time. I used to order my refills there, but the last several times, my order was cancelled due to "payment problems", even though PayPal and my bank approved the transaction and said that there were no issues on their end. I spent lots of time trying to resolve it through Walmart.com, but they would not provide exact information as to what the problem was. Doing a web search shows lots of people have had this same problem also, and it is very frustrating. I'm curious, how did you pay for yours? If it looks like Walmarts problems are resoved, I might try it again.

I've been using Wal-mart online for my $25 top ups for the past two years. It's usually fast and easy, and within fifteen minutes I've topped up my phone. But I've encountered the same problems from time to time. I usually use a debit card and sometimes it's taken up to 24 hours before I've received my pin number. I've used Paypal twice and both times I ended up with the problem of it not going through.
But I just ordered another $25 on Sunday night and had it in five minutes, using my debit card (which is on file with Wal-mart.) I've always felt the $2 savings each month (from tax) gave me a free month of service every year.

so you're buying it from them to save sales tax? funny I've been buying my top up cards from the 7/11 near me for years, never paid any sales tax. (California, maybe your states are different?)
in any case walmart is set up nationwide so you pay the applicable sales taxes of the state you reside in that they ship to.

Yes, it depends on the state. Some states tax top up cards, much the same as how some states charge sales tax on food items while others don't.

And if you really want confusing, I've found something really odd in Texas. If you have AT&T and pay your prepaid account in the store at their machine, there is no sales tax (something about how you are not buying a physical item); I also believe this is true if you top up from your phone. If you buy a top up card, you pay sales tax (again, it is considered that you are buying a physical item). But what is weird is that if you pay the money to a salesperson in the AT&T store, you are charged sales tax. Perhaps someone who knows Texas sales tax laws can explain this.
