250mb 4g lte too slow for youtube

I have the Metropcs $30 unlimited promo plan with 250mb 4g lte.
I notice my phone can never play videos except on wifi.
This is regardless if I have exceeded my 250mb 4g cap.
I always get "this video can not be played" unless I am on wifi.
Even with youtube set to lores.

Anyone else notice this?

I could never be on that plan. I use that much data in a couple of days.

How is your 4G signal? If you're in a fringe area data will be slower.

Is it just videos that are slow, or all downloads?

the plan has nothing to do with it, it's service related

In the youtube app under options | general is the "Limit mobile data usage" option checked?
