Assuming that the SIM came with a data package and you are in range of 3G service then if its from a new (to your tablet) carrier you may need to change the APN (access point name) settings. Your carrier (their website or help desk) can tell you what they should be. They are changed in the devices settings.
Your SIM is either on a monthly contract which will (probably) include an amount of data per month (could it have run out this month?) or its a pay as you go card. These normally allow data use at a price (but not always). You have not said who your carrier is or which country you are in so its hard to comment further!
