You'll need at least 2 or 3 Mbps for a standard definition Netflix stream. Your 3G speed will depend a lot on your nearest cell tower and your location -- expect anywhere from 1 to 14 Mbps.
Using a browser go to https://speedof.me/ while connected to mobile data only (be sure WiFi is turned off) and check your download bandwidth speed. Hope you've got some kind of unlimited plan for mobile data, binge watching Netflix can chew through a sizable amount of bandwidth.
