if i didnt pay for the mobile hot spot app, and i was wondering if i use it will i be charged some sort of fee or if it will even work if i do try and use it.

If you click on the icon, it will take you to a VZW splash screen and pay for service notice. There is no way to "accidentally" log on and incure charges.

There are 2 ways to use the 3g hot spot for free. One requires root and the second can be found it you search for "how to tether natively".
