3g not working above 4.1.1

In uganda in UTL there is a strange problem if we use any android phone with 4.1.1 or below 3g is working but above 4.1.1 its not working
 
Every Android phone? Country wide?

I take if you've checked APN Settings etc, if not, that's probably your best place to start.

If the problem is as big as you suggest however, that probably needs to be investigated by UTL.
