Jellybean and Ice Cream Sandwich kernels are as different as Gingerbread to Ice Cream Sandwich was.
1. A new kernel is required to even make JB bootable.
2. ICS Bootloader can be used to start JB, but it affects the performance of the phones startup/reset
3. There is currently not a SAFE way to even get root without overwriting the stock recovery
4. CWM is being worked on in secret, but is nowhere near finalized for safe reflashing to stock
5. Until we get CWM working and a safe stock rom to revert to, you will not see any ROM development
6. Samsung has released the source code for the ROM and Kernel but the process of finding exploits to root is really tough.
Small tip: the only Boost Mobile phones that have massive support for ROMS and lots of Devs are the Marquee, Prevail, Transform Ultra, Warp, and GSII
You will find a lot of the same names working on this phone that had a hand in developing for the Samsung Galaxy Prevail.
Be sure to thank your devs for any contributions they make and donate whenever possible.
overall your post is good info, just wanted to clarify some things though.
1) yes and no, the ics kernel will work just fine its the ramdisk that will need altering.
2) no it doesnt, the bootloader loads the boot kernel and then in turn loads system. jellybean wont be optimze and run at full jelly goodness but thats due to the blobs and libs

ics to jellybean is more like froyo to gingerbread, there is a lot of under the hood changes but most of the stuff is the same. gb to ics was a MASSIVE overhaul in features, design etc.

this phone will never have 4.2, i have a galaxy nexus and there is a crapload of bugs on getting 4.2 on it and its a damn nexus phone. this is a low end boost phone that got overlooked, no one is gunna buy this phone and instantly start working on cm10...
Honestly, man there are more powerful prepaid (and even Boost-specific) phones out RIGHT NOW that you can buy.
The Galaxy Rush is basically a new Prevail--a high volume phone that Samsung can make a mountain of cash off of because it costs them pennies to produce and the profit margin is so high.
the LG Venice (Optimus L7) is a good midrange device
the ZTE WARP Sequent, although it has hardware issues, is pretty stout
and the Galaxy S II has LOADS better dev support and hardware/software (but is the most expensive of the bunch)
to throw it in as a bonus, the LG Optimus Black (known as the LG Marquee on boost) got official ICS in Korea and Europe, and when they released the kernel sources they were (somewhat) ported to the US Sprint phones.
In the Marquee forum section, you will find an ICS Alpha that is getting some pretty good support, that phone has extended batteries out, cases and other accessories to buy on EBay, too. it's got a way better camera, too.
I'd recommend the S2, but Boost is said to be getting Bring Your Own Sprint Device soon. So you may be able to buy a used HTC Evo off ebay and then get them to OFFICIALLY support it in the next few months. Keep your eyes peeled.
