Help 4.4.2 inconsistencies

I use a Galaxy Note 2 running 4.4.2. With it I use an SD card to expand the memory and move my apps to. This works great. So far so good. Now I have recently acquired a Galaxy Tab 4 also running 4.4.2 and as before I bought an SD card to move my apps to. This is where the problems begin. When I attempt to 'move to SD card' I get a message telling me this can't be done. I googled the problem and found that it was 4.4.2 that was the issue. Apparently it does not allow the move to card function. So how come my phone can still do this? Am I missing something? Is there a way around this problem? At the moment I have a fairly useless tablet because I got it mainly for games for my granddaughters but the internal memory is soon gobbled up by these rather hefty apps whilst the SD card is sitting there unused! Any help would be appreciated (preferably is simple layman terms as my android tech knowledge is pretty poor).
 
If you google "(your device name) root guide" you can learn more about the process. Fairly easy to do, and that can bypass the issue. As for why that is happening i don't know. I'm surprised you could move apps on your phone WITHOUT root, since 4.4.2 took that feature out, for "safety", as heard it..
 
No, neither devices are rooted and I'm wary of going down that path due to my prediliction for cocking things up! I was surprised when I checked the phones version to discover it was the same as the tablet. Is there a way of installing a previous android version in place of 4.4.2?
 
I don't know much about downgrading, I'm more into rooting and installing custom roms (operating system). My advice is to find the subforum relating to your specific device and asking there. You will find much more help
