Help 4G speed issues/question

I recently took advantage of the worry free guarantee and got my 2nd new Razr Maxx. I am just curious what kind of speeds everyone is getting in 4G and if I should be concerned. My first phone was averaging about 20 Mbps down (peaked at 28 Mbps) and 5 Mbps up. The new phone is getting at best 7 Mbps down and maybe 1 Mbps down. All tested using the speedtest.net app and in the same locations, using the same servers. Do I have another phone with issues or is there more to this?

At home, my 4G speeds are less than 10 Mbs download and around 1-2 Mbs upload. Where I work it is around 20 and 10 respectively. Towers in residential areas seem to have less capacity, which makes sense since so many people use wifi at home. If you know someone with a 4G phone test both in the same locations. If the difference is consistently significant, return it.
