5.1 doesn't receive SMS
How to fix?

Take out your Sim, put it back in.
Did it work till now? Did you switch from iPhone to that phone?
Contact your carrier if the above doesn't work.

Android 5.1 does receive sms, so the problem is something to do with your phone/apps/setup. The more information you can give us about these and when the problem started/what changed before then the better chance of someone spotting the answer.
